According to the BLA, a lien on a mineral lease has to be registered with the Minister of Energy. A lien registered with the Minister of Energy may fail to provide the same level of security compared to a lien registered with the ALTO. This is particularly not very beneficial to those who are providing services or materials on oil and gas well sites.
